Sub :- Recruitment of persons from outside Rajasthan in Public Sector concerns , statutory bodies, Universities etc.

1. complaints continue to be received about the recruitment of persons from outside rajasthan in public sector concerns, statutory bodies , Universities etc. Such recruitment cannot be avoided where highly qualified and experienced persons are required for University level teaching and for jobs requiring high academics or professional qualifications ,or special training , skill and experience, but there are complaints about appointments of persons not belonging to Rajasthan being made to post which require ordinary knowledge or skill like subordinate supervisory post , vehicle driver , clerk, class IV etc .It is alleged that many employees of gazetted rank recruited from outside managed to doing in persons and names are get registered in Employment exchange within Rajasthan to comply with the general policy of recruitmenting local persons for lower posts.

2. I have to request you to issue strict instructions to the above mentioned bodies that such appointments should not be made, and the certificates about residence obc.Should be carefully scrutinized. One simple scrutony should be to see the school-leaving certificate of education below the high schools certificate standard generally a person has school education in his state of origin.Hence,no person who had his last years of school education outside rajasthan should ordinarely be accepted as a bonafide resident.

Director of Employment's Rajasthan ,jaipur .Who may issue suitable instructions to Employment Exchange about not registering persons seeing ordinary types of employment who did have school education in Rajasthan unless valid evidence of rajasthan origin is furnished.
